Christian Böllhoff

Christian Böllhoff is Managing Partner and Member of the Board of Administration of Prognos AG, Basel with offices in Berlin, Bremen, Brussels and Düsseldorf. From 2000 onwards, Christian Böllhoff has been active in several management roles at the publishing group Georg von Holtzbrinck. Among others, he has been CEO of the newspaper Handelsblatt and a special representative for capital city projects for the group, until being appointed CEO of Prognos AG in October 2003.

Dr. Michael Schlesinger

Director/Chief economist

Dr. Michael Schlesinger, Chief Economist of Prognos AG, has been in charge of the business divisions Economy & Demographics and Energy & Climate Protection since 1998. Having worked as Legal Counsel for the Lower Saxony Ministry of Finance and as member of the expert committee for evaluation of macroeconomic development, in 1991 he started working at Prognos AG, Basel. From 1995 to 1997 he was employed by the German Society for Technical Cooperation (Gesellschaft für Technische Zusammenarbeit – GTZ) as an economic policy consultant in the People’s Republic of China. His consultancy focus includes macroeconomic and sectoral issues on national and international levels.

Michael Astor

Head of Section/Registered Manager

Michael Astor first worked at Georg August University Göttingen and Kassel University in the field of Empirical Social Studies. He was research assistant at Daimler AG’s “Research Technology and Society (Forschung Technik und Gesellschaft)” with main focus on scenario analyses, afterwards holding the post of market section manager at VDI/VDE Innovation & Technik GmbH. Since 2002 he is responsible for strategic consultancy for innovation policy issues and heads our section “Innovation, Technologies and Education”.

Holger Bornemann

Head of Section/Registered Manager

Holger Bornemann has headed our section “Structural Policy and Regional Development” since 2006. He has been part of the Prognos AG team from 1999 on and mainly supports clients from the public sector in all issues concerning structural policy and regional development. Before becoming a consultant, he worked for 5 years in two economic support organisations and a technology and startup center in Hesse and Schleswig-Holstein. His work focuses on supervision and evaluation of European, national and regional structural and regional policies, on developing action programmes for economy support measures as well as researching the regional economic effects of investments.

Kai Gramke

Head of Section/Registered Manager

Kai Gramke studied Economics and Political Sciences in the United Kingdom and Switzerland. He worked for the European Commission in Brussels and the State Chancellery in the German State of Lower Saxony and joined Prognos AG, where he is currently employed as Head of Section, in 2000. His fields of expertise include industry analysis, the future economic and political role of China, and the European integration. As part of his work on international labour and social policy he manages an international network of partner institutions and think tanks from 15 OECD countries.

Dr. Jochen Hoffmeister

Dr. Jochen Hoffmeister has been working at Prognos AG since 1992 and today heads our section “Infrastructure and Dialogue Processes”, our department “Water & Waste Water” as well as Prognos branch office in Düsseldorf. During his course of studies in City and Regional Planning, he concentrated on scientific conception and development of community and regional energy supply concepts; his PhD thesis marked the end of his employment as assistant at the department of “City and Regional Planning” at Dortmund University, treating on implementation problems of Cultivation and Water Management Master Plans. From 1995 onwards, Jochen Hoffmeister counts among the authors of “Waste Disposal Industry Branch Report” issued by Prognos AG.

Dr. Axel Seidel

Dipl.-Kaufmann (approx. Business MBA) Dr. Axel Seidel is Registered Manager and Head of the Public Management section at Prognos AG. He has wide experience in conducting process-oriented complex analyses and expert surveys. Furthermore, he has comprehensive practical experience from diverse consulting projects with business-management related tasks, especially as regards strategy development, business development, staff, organisation and regional decision making.

Michael Steiner

Michael Steiner, Diplom-Volkswirt (graduated economist) has been heading our section Health, Social Issues and Family since 2004. After working for AOK Westfalen (public health insurance), doing market research at UBS and shouldering responsibility for hospitals and outpatient care services in Baden as counsel for Caritas, Mr. Steiner became a member of Prognos AG in 2000. His main work areas are in science-based strategy consultancy of policymakers and businesses in all issues concerning health, social and family policy.

Ralf Gründler

Ralf Gründler, Dipl.-Kaufmann (approx. Business MBA) begun in 2003 to serve as Prognos AG Head of Section and Registered Manager. Previously, he acquired leadership experience while working at the real estate subsidiary of a German financial institution; later, he was responsible for controlling activities within a listed media company. Afterwards, he worked as management consultant at PriceWaterhouseCoopers, supporting clients during introduction of internal financial accounting standards, optimising of operation processes and implementation of business ERP systems.
