Due to changing conditions and in order to keep pace with recent economic developments, there is a need to further develop the joint Berlin-Brandenburg innovation strategy (innoBB 2025). The innovation strategy forms the innovation policy framework for both federal states. Joint priorities with Brandenburg are to remain anchored in the new innoBB.
Complementing the joint umbrella strategy, the state of Berlin will develop its own strategy tailored to the specific strengths, potential and needs of the state and addressing key social and economic challenges. An updated strategy with a new framework is to be presented by June 2026.
The Berlin Senate Department for Economics, Energy and Public Enterprises has commissioned Prognos to develop this independent Berlin strategy, which is to be harmonised with the joint umbrella strategy (InnoBB 2025).
Prognos is supporting the development of Berlin’s innovation strategy in several steps. First, we systematically analyse current trends and the innovation landscape in the state. We engage relevant stakeholders in expert discussions and workshops to incorporate their expertise and needs.
The insights gained are incorporated into a key issues paper, which forms the basis for the draft strategy. We then develop the points of connection with the joint umbrella strategy between Berlin and Brandenburg in order to exploit synergies and strengthen strategic interfaces. In this way, we contribute to a future-oriented and evidence-based innovation policy for Berlin.
