For this, you need an independent, methodically-driven and experienced evaluator situated in an international network for the monitoring or evaluation of European programmes and initiatives. By contributing to the European Better Regulation Agenda, we carry out impact assessments and regulatory fitness checks for decision-makers. Impact Assessment, Monitoring & Evaluation: A selection of our services Identification of impacts We draw from a comprehensive set of methods to identify potential impacts – from strategic foresight tools to identifying sectoral, environmental, or territorial impacts. Stakeholder consultations We develop appropriate consultation strategies together with collection tools, consult your stakeholders, and evaluate the information systematically and according to objective criteria. We further execute this transparently and in compliance with data protection. Implementation of (regulatory) fitness checks We support clients like the European Commission in implementing (regulatory) fitness checks to assess whether the legal framework is appropriate for a specific policy area. Our objective is to identify excessive administrative burdens, overlaps, gaps, inconsistencies, and outdated measures, in order to calculate the cumulative impact of legal proposals. Evaluations and analyses Pioneering and extensive funding programmes must stand on solid ground, therefore we provide support in the the process from beginning to end. We draw on extensive experience and modern survey tools such as AI-supported analysis. We have a particular focus on theory-based impact evaluations, in which we combine qualitative and counterfactual evaluation approaches. Conceptual design of monitoring systems Our experts support the design of monitoring systems, the selection and definition of indicators, and their collection.
