The green and digital transformation poses key challenges for the European Union. Research and innovation play a crucial role in realising these transformations by developing solutions and technologies.
For this reason, the European Union supports collaboration between research teams from different countries and provides funding through the European Framework Programme for Research and Innovation (Horizon Europe).
Prognos supports the European Commission’s General Commission for Research and Innovation (DG RTD) in the strategic development of the framework programme and EU research and innovation policy as a whole.
Framework agreements set out general conditions for long-term cooperation between the European Commission and various service providers. They serve to facilitate and accelerate the procurement of services such as analyses, evaluations or consultancy services.
The General Commission for Research and Innovation also concludes framework agreements with partners in order to strategically develop the EU’s research and innovation policy. The aim of these contracts is to analyse challenges and problems in research and innovation policy and their interactions with other sectoral policies, particularly with regard to the green and digital transformation.
Prognos has been an official member of the expert consortia in two contracts in the field of research and innovation since 2024:
In the framework contract “Lot 2”, the Commission is supported in dealing with strategic issues. Prognos is part of the team of experts led by Ecorys. The Commission can request in-depth studies, research papers, policy briefs and workshops at short notice. The aim is to draw up recommendations for the further development of specific strategies and programmes in the field of research and innovation.
In the framework contract “Lot 3”, a consortium supports the European Commission in the implementation of the EU Better Regulation Guidelines. Specifically, this includes the preparation of evaluations, fitness checks and ex-ante impact assessments of programmes and policies in the field of research and innovation. Prognos is part of a consortium led by Joanneum Research.
The studies concern projects such as the Horizon Europe Framework Programme, the European Research Area, Open Science and the EU Innovation Agenda.

How effective is EU support for small and medium-sized enterprises (SMEs) through the European Regional Development Fund (ERDF)? On behalf of the European Commission, Prognos evaluates together with CSIL the ERDF funding in the period from 2014 to 2020.
Cluster organisations have a significant positive influence on the green and digital transformation. This is a key finding of the Cluster Panorama Report 2024, which Prognos compiled for the European Commission.
As part of the Foresight on Demand consultancy contract, the European Commission is provided with future-orientated knowledge. Prognos supports the expert consortium.
