The idea is simple but effective: each region should focus on what it does best – and invest specifically in that area. That is the principle of smart specialisation.
Turkey needs to exploit its regional potential more effectively in order to enable innovative and sustainable growth. Smart specialisation provides the right tool for this, as it focuses on what is already there: existing strengths and development potential.
With the CEDIS3 project – “Capacity Enhancement for Development and Implementation of Smart Specialization Strategies in Türkiye's Regions” – the Turkish government and the European Union wanted to lay the foundations for this. The goal: to enable national and regional actors in Turkey to develop and implement sustainable strategies.
Prognos supported the project on behalf of the European Union.
Smart specialization was a strategy-driven economic transformation of regions. The idea was that regions should not do “a little bit of everything,” but rather invest specifically in those areas where they already had relatively strong competencies or saw particular development potential – so-called regional strengths or “niche” advantages.
Prognos was part of the consortium led by DAI Global Belgium SRL and, as part of the CEDIS3 project, advised national and regional actors in Turkey on the development and implementation of smart specialization strategies.
The project was divided into three main areas:
Prognos was primarily responsible for capacity building.
We supported the establishment of a national Smart Specialisation Advisory Board, which served as a central advisory body. Using proven analysis tools, workshops, and strategy methods, we helped our Turkish partners develop tailored development strategies.
