Shaping the change. The prosperity of our society is determined by our capacity for innovation. Meanwhile, the speed and radicality of innovation are becoming increasingly important. While innovations are the foundation for the transformation of industries and the economy, it is research and innovation policy that sets the framework conditions. Germany as a location for innovation: Transformation requires new ways of thinking Innovation competition increasingly comprises a strategic component. The development and command of technologies must also be considered from the perspective of the sovereignty of the nation state. Particular strengths and global division of labour are being assessed. Consequently, research and innovation policy is facing a paradigm shift, at European, national (federal and state) and institutional level. The strategic and at the same time European dimension are challenges for research and innovation policy. Shared knowledge production and networking: Key factors for research and development Research and development are based on the close and open exchange of knowledge producers and users in companies, science, and society. The integration of actors from international knowledge networks is just as important as the regional networking of universities and non-university research institutions with the industry. Ex-post and ex-ante evaluations Through evaluations, we support the strategic development of instruments of research and innovation policy and provide stimuli for new funding concepts. Effectiveness and efficiency We examine whether funding programmes are effective, efficient, and to what extent they achieve their objective. Knowledge and technology transfer We advise policy makers and research institutions and show how technology transfer can succeed.
