At a time when the transition to a climate-neutral economy is inevitable, the question remains: how can this transition be made socially just? The European Fair Transition Observatory (EFTO) of the European Commission has taken on this task. It serves as a central knowledge platform at EU level to monitor and analyse the social and labour market impacts of the green transition. On behalf of the European Commission's Directorates-General REGIO and EMPL, and in cooperation with ICF, the EFTO supports policy measures that combine climate goals and social inclusion and leave no one behind.
The EFTO aims to balance the uneven distribution of the benefits and burdens of climate action. It provides robust data on employment, social protection, education and essential services in the context of decarbonisation to support policy decisions.
Prognos supports the EFTO with a clearly structured methodology. The central element is the digital Fair Transition Scoreboard/Monitor, an interactive platform. Tasks include recording policies, identifying best practices, collecting data and conducting thematic analysis. An advisory board of experts and stakeholders accompanies the implementation. EFTO disseminates the results through publications, presentations and an interactive online platform. The aim is to close knowledge gaps, promote exchange between EU Member States and develop fair transition policies that combine climate protection and social cohesion.

Prognos developed a methodology for Eurostat for regular data collection for the European Environmental Goods and Services Sector (EGSS).
