How can the transformation to a substantial circular economy in Germany be made measurable – and which political measures are most effective?
Together with the Wuppertal Institute, the Öko-Institut and EY, Prognos is supporting the Federal Environment Agency (UBA) in underpinning the implementation of the National Circular Economy Strategy (NKWS) with concrete measures, priorities and a robust monitoring system.
Prognos analyses the ecological and economic relevance of the NKWS measures for individual fields of action and evaluates their feasibility, costs, effort and time requirements. We also provide technical input for the implementation roadmap and support workshops with the Federal Ministry for the Environment, Climate Protection, Nature Conservation and Nuclear Safety (BMUKN) and the Federal Environment Agency. In addition, the project team is conducting short studies on topics such as digitalisation, innovation dynamics and resilience in the circular economy, as well as the current markets for secondary raw materials.
For the project, Prognos is taking on key tasks in the development and application of a scientifically based monitoring system that uses ecological, economic and social indicators to map sector- and action-specific aspects of the circular economy. Prognos is particularly concerned with the topics of research and innovation, socio-economic impacts, circular bioeconomy, circular production and implementation monitoring. For the analysis, we use, among other things, the Prognos envigos model to quantify the economic effects of the circular economy. On this basis, we interpret trends, derive necessary adjustments and classify the results in an international context.
