In light of the continually changing political and societal demands on education, science, and culture the Kultusministerkonferenz (KMK) – the Standing Conference of the Ministers of Education and Cultural Affairs – deployed a process for further developing the KMK. Prognos AG supported the KMK by conducting an evaluation of existing tasks, structures and processes. As well as identifying the targets, tasks and external demands on the KMK in an ever-changing world, the aim of the evaluation was to make evidence-based recommendations for a future-proof organisation and to clarify the necessary steps for their implementation.
The results of the evaluation shows a complex and differentiated committee structure, which enables scientifically founded advice and consensus to be found for a wide, operative and strategic range of tasks. However, in order to focus on strategic, politically relevant tasks and to increase the speed of consultation and decision making, the advisory structures should be fundamentally developed and the current range of tasks of the KMK critically examined. In principle, the organisation and processes of the secretariat are suitable for managing the current tasks professionally. To achieve the desired increase in flexibility and agility – following a definition of roles and tasks – the secretariat’s structures will also require further development.
The analysis of the processes resulted in impulses for the improvement of the KMK’s strategic capacity, an increase in processing speed as well as operative questions concerning the improvement of knowledge management, increased efficiency and service quality.
As is the case for all organisational review, Prognos used empirically founded methods for its analysis but remained open-minded to the results, to enable the best understanding of the specific characteristics of the organisation. In our report we show the strengths and challenges and indicate pathways for further development. Prognos’ holistic, systemic understanding of organisation enables them to support their clients through successful change process.
