In the context of the implementation of the UN Convention on the Rights of the Disabled (UN-BRK), among other things, equality for people with disabilities is a central concern. Further development and harmonisation at federal and state level could ensure uniform protection against discrimination. On behalf of the Thuringian Ministry of Labour, Social Affairs, Health, Women and Family, Prognos is reviewing the implementation and effectiveness of the Thuringian Law on the Inclusion and Equality of People with Disabilities (ThürGIG) with regard to the obligations of the UN BRK.
Our evaluation shows how key areas of the ThürGIG are implemented, what the financial consequences are for municipalities, and how effectively the law contributes to the implementation of the relevant articles of the UN BRK. Based on these findings, recommendations are developed for a more effective implementation of the human rights-based requirements of the UN BRK in Thuringia.
The project team combines qualitative and quantitative elements of empirical social research and legislation. The focus is on conducting interviews with the Free State’s most important actors in disability policy. In addition, interviews are conducted with authorities and people with disabilities in order to gain insights into the implementation of the ThürGIG from different perspectives. A cost analysis determines the main expenditures of the municipalities.

A skilled worker shortage and increased numbers of people requiring care: domestic care is facing major challenges. Prognos is evaluates the implementation of the Buurtzorg approach, an innovative community care model, for the Saxon State Ministry for Social Affairs and Social Cohesion.
