The assignment People with disabilities should have the same rights as people without. This is according to the UN Convention On The Rights Of Persons With Disabilities (CRPD). To implement the convention, the state government of Baden-Württemberg published a state action plan (LAP). On behalf of the Baden-Wuerttemberg Ministry of Social Affairs, Health and Integration, Prognos examined whether the state action plan takes into consideration and also achieves all the objectives of the UN-CRPD. Our approach Prognos not only evaluated the Baden-Württemberg state action plan’s ability to fully implement UN-BRK requirements, but also whether people with disabilities were sufficiently integrated into the development and implementation of the state action plan. The investigation included, but is not limited to, the following: A normative evaluation of the contents of the plan Expert talks and workshops with the responsible authorities of the state ministries and the state’s Disabled Persons Advisory Board An online survey on the implementation status of all measures of the action plan A symposium for persons with disabilities in Stuttgart Evaluation of statistics on the participation situation in Baden-Württemberg Results from a separate study conducted by 1a Zugang Beratungsgesellschaft mbH were also used in the evaluation. Core results In principle, the state action plan provides a good basis for implementing the UN-BRK objectives. Almost all of the action plan’s objectives have been achieved. However, some vulnerabilities have also been identified. For example, the state action plan included few new initiatives to better support people with disabilities to enforce their rights. It was also found that the binding nature of these directives should be made clearer. Overall, there is still improvement to be made in inclusion in the areas of work, housing, and education, considered as examples. In order to improve the state action plan in the longer term, the long-term participation of persons with disabilities must be ensured and the provision of information on this subject improved.
