Isolated strategies and regional circumstances – will this cause European climate protection to fail?

Together with Cambridge Econometrics, the University of Graz, Demos Helsinki, Spatial Foresight and the German Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR), we are investigating for the European Observation Network for Territorial Development and Cohesion (ESPON) how regions can be better empowered to achieve greenhouse gas neutrality. The ReCoCliN (Regional Contributions to Climate Neutrality) project focuses on the individual situation in each region and on cross-regional cooperation.

Systematic approach to climate neutrality

In this project, we want to examine four key questions:

  1. Current status and trends: What is the current status of regional climate neutrality and what developments have taken place in the past?
  2. Measurement and indicators: At what regional level can the current status and historical trends best be recorded? Which indicators and available data are useful for this purpose?
  3. Systemic approaches for the transition: What measures and tools can policymakers use to systematically manage the transition to climate neutrality?
  4. Competence building: How can we strengthen the skills and capabilities of policymakers so that they can effectively address local conflicts and integrate tailor-made solutions into their policy-making processes?

Our approach

ReCoCliN aims to develop indicators for climate neutrality that provide guidance to policymakers in their decision-making processes.

To this end, we combine a systemic with a territorial approach in order to reveal the spatial, temporal and political dependencies, boundaries and interactions within regions and beyond. In jointly developing the indicators, the focus is on ensuring that they are politically relevant, scientifically sound, understandable, practical and affordable, sensitive to relevant changes, and suitable for aggregation and disaggregation.
