The “Career orientation for immigrants” programme supports refugees and immigrants with their transition into the job market. A combination of practical phases, language learning, specific learning in their field and individual coaching has already proved its worth. Almost half of those who participated in the programme between 2016 and 2022 started a training course or began entry qualifications directly afterwards.
Prognos was tasked by the Federal Ministry of Education and Research (BMBF) – represented by the Federal Institute for Vocational Education and Training, who manage the “Career orientation for immigrants” programme – with conducting an evaluation. This programme is a part of the BMBF-funded Bildungsketten Initiative.
Around 100 vocational training centres have implemented the “Career orientation for immigrants” programme as project partners. The evaluation shows that those who participate benefit considerably from the programme. The following areas have been particularly successful:
Even if, having taken part in the programme, participants do find a job, many of them continue to face challenges. These range from individual problems they might have to the linguistic and field-specific prerequisites for their vocational training. This is where further coaching and funding is needed. Suitable mandatory support structures and transfer processes are required for the period after the programme has ended.
In the context of the evaluation, action approaches for the programme’s further development were identified in four areas: Recommendations were made in the areas of networking, participant encouragement, collaboration with companies and transition design.
Our evaluation combined quantitative and qualitative methods to review the target achievement, effectiveness and efficiency of the programme. The process entailed data and document analysis as well as online surveys of programme partners and participants. In addition, we conducted in-depth studies in five selected project partner locations. In the process, we spoke with partner location personnel, network partners, participants as well as company representatives.
