Germany as a location for innovation: Transformation requires new ways of thinking

Innovation competition is increasingly taking on a strategic component. Government action is based on the development and mastery of technologies by business and society. A changing global division of labour and the pursuit of resilience require diverse innovation skills.

A paradigm shift is taking place in research and innovation policy at European, national (federal and state) and institutional level. Sovereignty of action forms the core of a future-oriented research and innovation policy.
