Through the Bildungsketten Initiative the Federal and State governments fund the interlocking and strategic further development of educational offers and support measures. In addition, the actors conclude state-specific agreements on central fields for action in the education pathway (e.g., career guidance, the transition from school to the working world, training/apprenticeships). Prognos evaluates the Initiative on behalf of the Federal Ministry of Education and Research, represented by the Federal Institute for Vocational Education and Training.

Our mission

The evaluation is intended to draw regular conclusions about the current implementation of the Bildungsketten Initiative. The results will be used for the further development of the Initiative and should be fed directly back into the implementation process.

Our approach

The evaluation is designed so as to monitor performance according to the requirements of the Federal Budget Code. It examines:

  • if and to what extent the Bildungsketten Initiative’s adopted targets were reached or are attainable (target attainment),
  • whether the activities and funded measures are primarily for target attainment (effectiveness) and
  • to what extent the activities of the Bildungsketten Initiative are economically efficient (efficiency).

Furthermore, factors for success such as hurdles are to be identified. As well as the current status of the research, the experiences of practitioners over different levels are also included.
