Support for the Cohesion for Transitions platform

The European Green Deal will only succeed if all EU regions adopt the path to climate neutrality. However, structurally weak regions in particular need support in this regard. The EU’s cohesion policy aims to strengthen the cohesion of the Member States and to support structurally weak regions in sustainable economic development.

To enable cohesion regions to use EU funds even more specifically for sustainability transitions, the DG REGIO of the European Commission put together a consortium consisting of Prognos, COWI, Ecorys and GOPA Com., whose role it is to build the community-based Cohesions for Transitions (C4T) Community of Practice platform.

The aim of the C4T platform is to bring together the various actors, such as policy makers and administrative authorities, from civil society and academia, in order to promote knowledge and exchange on the implementation of the European Green Deal through cohesion policy. The C4T brings together national, regional, and local cohesion and sustainability experts to exchange experiences and best practices, to build partnerships and to work together to find solutions. The platform covers all of Europe’s EU regions.

Scientific expert advice to find joint solutions

DG REGIO commissioned Prognos to carry out the following tasks within the C4T project:

  • establishment of a scientific forum
  • provision of analytical capacity
  • supervision/moderation of a working group on the topic of climate

Knowledge Pieces are regularly published as part of the Academic Sounding Board. Among other things, these provide the administrative authorities with useful knowledge on how cohesion policy investments can be implemented in order to realise sustainability transformations on the ground. The C4T Knowledge Pieces are written by the eleven members of the Academic Sounding Board, who contribute their expertise from various subject areas. They cover key topics from the fields of environment, climate and energy.

The C4T Knowledge Pieces discuss how cohesion policy can serve as an enabler for the transition to sustainability and explore the different facets from needs and challenges to solutions.

Implementing renewable energy investments with Cohesion Policy to enable sustainability transitions

This Knowledge Piece focuses on how to deploy renewable energies within a sustainability transitions process with Cohesion Policy.

Nature-based solutions (NBS) for sustainable climate adaptation within Cohesion Policy

This Knowledge Piece focuses on the essential knowledge needed to work with NBS in climate adaptation to different climate risks, taking sustainability transitions as a framework concept for it.

Bottlenecks and good practices of DNSH implementation in Cohesion Policy: a comparison between rural and urban areas

This Knowledge Piece focuses on specific bottlenecks in implementing the DNSH principle applied to ECP programmes in urban and rural areas. This contribution also analyses how the DNSH principle is evaluated in a selection of EU Member States and provides solutions and recommendations on how this principle can be evaluated more effectively.

To the Knowledge Piece

Two physical meetings are held a year bringing together the various stakeholders, to exchange ideas and to work on solutions. In addition to this, Prognos, together with the academic experts, provides analytical skills to support the implementation process.
