Efficient use of EU funding in Germany and France

The European Commission wants to investigate and compare the inclusion of EU financial instruments in the funding and promotional landscapes of Germany and France. In the context of financial constraints and in contrast to the “classic” non-repayable grants, financial instruments such as loans are expected to offer lower fundraising costs and greater entrepreneurial flexibility. In the 2014–2020 funding period, the European Regional Development Fund (ERDF) provided financial instruments in particular in the areas of innovation and research, SME support, and climate protection.
As part of a consortium with Technopolis France SARL (France) and T33 Srl (Italy), Prognos has focused on field research in Germany and heads the task of “Evaluating the impact/output of ERDF-funded financial instruments in Germany and France in the funding period 2014 to 2020.”
The study results are intended to improve the use of financial instruments in the 2021–2027 period and moving forward.

For this purpose, we conduct document and data analyses as well as interviews with the Europe-an Commission, national ministries, the ERDF administrative authorities, and various develop-ment banks.

What needs to happen for Europe to survive in global competition? We analysed this at the “12 Minutes Europe – Meeting Global Challenges” event organised by the Austrian Federal Economic Chamber.
