Stakeholder participation in the German Climate Action Plan 2050

In November 2016, the Federal Government adopted the German Climate Action Plan 2050 presented by the Federal Environment Ministry. A participation process had been in place since 2015, involving stakeholders (federal states, municipalities, associations) and citizens. For the evaluation of stakeholder participation in the preparation of the German Climate Action Plan 2050, the ministry envisaged a comprehensive, objective review of the implemented process and has commissioned Prognos with the task.

One project, a wide variety of interests and perceptions

Prognos examined which elements of stakeholder participation had a supportive or inhibitory effect on the process or how the interaction between the Federal Government and participants impacted the process. In a two-track process, extensive documents were systematically recorded and evaluated, and numerous stakeholder interviews were conducted and also evaluated. A further focus was an expert conference at which, among other things, interim results were discussed with previously interviewed stakeholders and federal government representatives.

Looking to the future

The aim of the project is to provide the ministry with governance and recommendations for participatory government action. This includes answering the question about the dialogue process: How can the constructive participation of citizens and stakeholders be established in the future design and updating of the German Climate Action Plan 2050? And, conversely, which elements are seen critically by participants and experts and should therefore be modified with a view to the future updating of the plan.
