In the coalition agreement for the 17th legislative period, the CDU/CSU and the FDP agreed to submit an energy concept in the course of 2010 that would formulate scenario-based guidelines for a clean, reliable, and affordable energy supply.

The basis for the energy concept is a reference development as well as four different target scenarios for the future energy supply of Germany. These were developed by the working group Prognos AG, the Energy Economics Institute of the University of Cologne, and the Gesellschaft für wirtschaftliche Strukturforschung GmbH (GWS).
